Mr. Phal Vandy has more than 20 years of progressive experiences in leading international development agencies, coordinating and managing multi-sectorial development projects, and leveraging high-level partnership with relevant government ministries and development partners. His latest involvements as an active member of the Partnership Steering Committee on Social Accountability with the World Bank and EU projects with the Ministry of Interior, Ministry of Economic and Finance and other key players in the country contributed to better civic engagements to improve good governance and investments toward quality improvements of the key public services including more quality of education, public health, and commune administrative services in the country.
Mr. Vandy was appointed as Executive Director of Cambodia Microfinance Association (CMA) by the CMA Board of Directors in late 2019 and lately appointed as Secretary General in January 2022 to oversee for CMA’s consistent achievements toward its mission and vision for the microfinance sector in Cambodia. He also has been served as Board of Director for Institute of Banking and Finance (IBF) since late 2019 till mid- 2022.
Mr. Vandy got a Master’ Degree in Development Study from University of Cambodia in 2008, a Bachelor’s Degree in Business Management from the National University of Management in 2004, Certificates of Law from University of San Francisco, School of Law in 2000 and has completed many international studies in many countries including Graduated Australian Leadership Award Program from DEAKIN University in Australia in 2017, Graduated Certificate in Executive Leadership Program on Leading, Digital Transformation from STANFORD University 2021, Certificate in Law and Regulation of Inclusive Finance in 2022 from the University of Luxembourg’s Faculty of Law, Economics and Finance in 2022 and successfully completed the Leadership and Management Development in the United Kingdom, Emergency Training in Australia, and exchanged studies in the United States, French, Singapore, Malaysia, Indonesia and many other countries in the Asia Region.
